Jackson County is a largely rural area with approximately 13,500 residents, located in northeast Kansas, near Topeka. Holton is the county’s seat and largest city. In an effort to reduce consumer-level demand for prostitution, police have conducted reverse stings. The county also occasionally will send men to a john school program.
